The Agreement of the Establishment of ASEANSAI was signed by all the heads of Supreme Audit Institutions of ASEAN Member States at the ASEANSAI Declaration in Bali, Indonesia on 16 November 2011. The copy of the Agreement of ASEANSAI Establishment was provided separately to each of the ASEANSAI members.

The agreement was amended for longer-term secretariat and inclusion of the article protection of intellectual property rights.

The amended document is called the protocol on amending the ASEANSAI Agreement. It was signed in Abu Dhabi, United Arab Emirates on 8 December 2016.
