ASEANSAI Rules and Procedures is a set of rules and procedures which fosters sound governance and financial management of the ASEANSAI. It was endorsed by the ASEANSAI Assembly in Bandar Seri Begawan, Brunei Darussalam, on November 6, 2013. The Rules & Procedures will be reviewed and updated as and when required by the Assembly.

The ASEANSAI Rules and Procedure has revised as an aftermath of the signing the protocol on amending the ASEANSAI Agreement in December 2016. This amendment is paving the path to the establishment of a longer Secretariat with six-year term. It is expected that the Rules and Procedures will better serve the needs of ASEANSAI and provide useful guidance on ASEANSAI’s financial, administrative and secretariat matters.
The revised ASEANSAI Rules and Procedures was approved at the 4th ASEANSAI Summit in Vientiane, Lao PDR on November 6th 2017.

The 2nd revision of the ASEANSAI Rules and Procedures was approved at the 5th ASEANSAI Summit in Kuala Lumpur, Malaysia on 6th November 2019. The revisions included the additional chapter on Monitoring and Evaluation, refinements to provide better clarity and editorial changes.

The 3rd revision of the ASEANSAI Rules and Procedures was approved at the 6th ASEANSAI Summit hosted virtually by SAI Myanmar on 2nd November 2021.
The key amendments that were approved include providing the option for ASEANSAI Assembly Meetings to be held via other means (e.g. video conferencing) and allowing for remote auditing should there be situations where physical in-person meetings are difficult to convene.

As a result of the review by the Rules and Procedures Committee (RPC) to enhance the governance and management of ASEANSAI’s financial, secretariat and administrative matters, the 4th revision of the ASEANSAI Rules and Procedures has been approved by the Assembly at the 7th ASEANSAI Summit 2023 on 2 November 2023 in Manila, Philippines.
The key amendments of the Rules and Procedures include the signatory of the Financial Statement and other provisions relating to the ASEANSAI Financial Statements, roles and responsibility of the Executive Committee and Secretariat, insertion of a new chapter related to the Senior Officials’ Meeting, and hybrid meetings as a possible mode of ASEANSAI meetings and other editorial amendments.
