This edition highlighted the ASEANSAI Information, ASEANSAI Meetings and Activities, ASEANSAI and International Community, ASEANSAI Committees’ Activities, Heads of SAI Word Encouragement and ASEANSAI documents from November 2015 to October 2017.

Since the 3rd  ASEANSAI Summit in November 2015 in Cambodia, ASEANSAI has made a number of remarkable achievements including: (1) Signing the Protocol on Amending the agreement on the Establishment of ASEANSAI (2) the Agreement between ASEANSAI and the World Bank on the Area of Establishment of ISSAI Facilitators Pool for ASEANSAI (3) Signing the Memorandum of Understanding between ASEANSAI and the Swedish National Audit Office (SNAO) on the Support for ISSAI Implementation (4) Finalization of the ASEANSAI Strategic Plan 2018 to 2021 (5) Revision of the ASEANSAI Rule and Procedure (6) Continuing Longterm program on ISSAI Implementation (7) Trainings and Workshops on Public Procurement Audit, Health Service Audit, Public and Private Partnership Audit and (8) Research Project on Revenue Audit.

During the last four years, Secretariat was divided into Secretariat Function and Administration Function. The Secretariat Function was administered by SAI Indonesia while The Administration Function was administered by SAI served as the Chairman of ASEANSAI, SAI Brunei Darussalam (2013‐2015) and SAI Cambodia (2016‐2017). Through the signing of the protocol on amending the agreement on the establishment of the ASEANSAI, the ASEANSAI Secretariat will be merged and shall be appointed by the Assembly for tenure of six (6) years with possible re‐election for further terms. As the follow up of the amendment, currently, ASEANSAI is processing the revision of its Rules and Procedures. During the transitional period until the new Secretariat is appointed, SAI Indonesia continues its role as the head of Secretariat Function and SAI Cambodia continue its role as the head of Administration Function.

At international activities, ASEANSAI has a privilege to present its achievement at the 50th and 51st ASOSAI Governing Board Meeting in Thailand and Indonesia respectively. Further, an opportunity to introduce ASEANSAI to the INTOSAI community was held in the XXII INCOSAI at Abu Dhabi by opening the ASEANSAI booth exhibition. Lastly, it was great chance that the ASEANSAI attended and reported its activities to the 38th ASEAN Inter Parliament General Assembly in Philippines.

This book also highlighted the strategic changes of the ASEANSAI organization structure. The signing of the protocol on amending the ASEANSAI Agreement on 8 December 2016 has brought ASEANSAI into single and longer term Secretariat. It is expected that the new Secretariat will be a driving force for ASEANSAI in managing all activities and able to maintain the sustainability of ASEANSAI activities, particularly related to the cooperation with the external parties including the ASEAN Secretariat. The development mentioned above resulted from the participation and contribution from member SAI in conjunction with the support from the legislature and especially from the respective government of member SAI as well as assistance of development partners such as German International Cooperation (GIZ), World Bank, the SNAO and other partners.

Along with the progress, the ASEANSAI is also facing a number of challenges, including shortage of budget for activities implementation, restructuring of secretariat, requirement of consensus on agreement for approval which takes time and great resources due to distinguished requirement and procedure with member country. It is convicted that all the challenges can be overcome through the experience of all SAI members and it is hoped that all ASEANSAI members to continue their participation and contribution to the ASEANSAI’s development.

The benefit of ASEANSAI should not only be for SAI in ASEAN members, but also for its environments inside ASEAN region. People are now more conscious about their roles in participating in the conduct of governments. Governments have also been trying to fulfill the world demands for transparency, accountability, and open participation. The more responsive government to the demands of its people, the more capable they overcome today’s challenges. Thus, a meaningful collaboration between government and stakeholders shall be continuously promoted within ASEAN.
